Tarlac State University, the Office of Tarlac’s 3rd District Representative, and DepEd’s Schools Division Office – Tarlac Province held a collaborative meeting on August 14, 2026 at Café Josefina in Capas, Tarlac.
The meeting focused on further strengthening the partnership on scholarship and financial assistance for student beneficiaries, with 85 beneficiaries covered under the program.
Leading the discussion were TSU President Dr. Jasper Jay N. Mendoza, Hon. Noel “Bong” N. Rivera’s Chief of Staff Mr. Angelito M. Morada, and Assistant Schools Division Superintendent Dr. Lourdes G. Dela Cruz, CESO VI.
The group also discussed the shortage of specialized Values Education teachers in Tarlac. Based on the situational analysis presented by the SDO Tarlac Province, the province currently lacks 1,056 specialized Values Education teachers at the elementary and secondary levels.
In response, TSU explored possible academic programs to help address the shortage, including a Bachelor of Secondary Education major in Values Education and micro-credential programs for non-Values Education majors.
Moreover, the meeting also discussed the proposed establishment of a Provincial Convergence as a platform for TSU, SDO Tarlac Province, and various local government units to collaborate on education-related concerns and initiatives.
The proposed Provincial Convergence aligns with the Dalan ng Pakikipag-ugnayan under the university’s DALAN Framework.
Present also during the meeting are Vice President for Academic Affairs Dr. Brendalyn A. Manzano, College of Education Dean Dr. Cynthia G. Quiambao, Director of the Office of International Affairs and Linkages Dr. Ninez B. Tulo, Director of the Office of Student Affairs Services Dr. Andie Quiballo, and Director of the Office of Finance Mr. John Erwin C. Panlilio.
